    Job Description
                                                                                
    JOB SUMMARY
     This position provides civil engineering support to the City for city infrastructure development, maintenance operations and city planning under the supervision of the Public Works Director/City Engineer.
     
     MAJOR DUTIES
     * Assist in the development and implementation of policies, procedures, objectives and priorities related to engineering standards and the Division’s overall effectiveness. 
    * Assist in the development and preparation of the annual division budget for Engineering and Public Works.
    * Develops plans, specifications, and cost estimates which includes annual city contracts and projects under the supervision of the Public Works Director/City Engineer.
    * Solicit for construction bids, facilitating pre-bid conferences, verifying calculations, processing contract documents, issuing notices, monitoring project process, recommending payments and change orders, closing out projects and finalizing recommendations. 
    * Reviews building, site plans and specifications for projects to verify compliance with city ordinances and policies pertaining to engineering. 
    * Drafts and submits project permits as needed 
    * Coordinate with architects, engineers, contractors, developers, various agencies and owners for projects within the City.  
    * Attend City Council meetings and represent the City at various boards and civic meetings as required to promote City engineering policies and program activities. 
    * Reviews preliminary plat and rezoning requests as it pertains to engineering. 
    * Performs related duties incidental as are necessary or to the proper performance of this position.
     
    KNOWLEDGE REQUIRED BY THE POSITION
     * Knowledge of civil engineering principles and practices. 
    *  Knowledge of municipal infrastructure design and plan review principles. 
    * Knowledge of contract management principles. 
    * Knowledge of budgeting preparation and finance.
     * Knowledge of city procurement processes and grant management principles.
     * Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
     * Knowledge of computers and job-related software programs.
     * Skill in project management and supervision.
     * Skill in prioritizing and problem solving.
     * Ability to effectively work with, advise, and inform legislative bodies, citizen boards, the media, other employees and officials, and the general public.
      
    SUPERVISORY CONTROLS
     The Public Works Director/City Engineer assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of activities.
     
    GUIDELINES
     Guidelines include South Dakota codified law, city ordinances, city personnel policies, national engineering guidelines and standards, Department of Transportation design manuals, and FEMA, EPA, and USACOE guidelines. These guidelines require judgment, selection, and interpretation in application. 
     
    COMPLEXITY/SCOPE OF WORK
     * The work consists of varied administrative and technical duties. The variety of tasks to be managed contributes to the complexity of the work. 
    * The purpose of this position is to assist the City with engineering services. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.
     
     CONTACTS                                                              
    * Contacts are typically with co-workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, contractors, and the general public.
     * Contacts are typically to exchange information, resolve problems, and provide services.
     
    PHYSICAL DEMANDS/ WORK ENVIRONMENT
    * The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking.  The employee occasionally lifts light objects and climbs ladders.
     * The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
     
    SUPERVISORY AND MANAGEMENT RESPONSIBILITY
    This position has functional supervision over city projects & administrative staff at the direction of the Public Works Director/City Engineer.
     
    MINIMUM QUALIFICATIONS
    * Knowledge and level of competency commonly associated with the completion of a Bachelor’s Degree in Civil Engineering or closely related field.
    * Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with two to five years experience.
    * Completion of the Fundamentals of Engineering Exam.
     * Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
