POSITION TITLE: TREASURER
DESCRIPTION OF WORK
General Statement of Duties: Responsible and accountable for effectively coordinating human, physical, and monetary resources in the efficient accomplishment of all County Treasurer’s Office duties and functions as outlined in the South Dakota Codified Law; including the collection of all monies due and owing the county, the maintenance of all County Treasurer records, and the preparation and maintenance of all paperwork related to carrying our collection of all taxes and monies due in the county; as well as the direction of the motor vehicle licensing and records department, manage the Passport Acceptance Facility for passports with the U.S. Department of State, become an issuing agent for passports, and supervision of all required staff necessary to accomplish overall responsibilities.
Supervision Received: Carries out duties as prescribed by South Dakota Code of Laws and with the supervision and cooperation of the County Commission.
Supervision Exercised: Responsible for supervision of all staff personnel within the Office of the Treasurer.

Required Knowledge, Skills, and Abilities: Knowledge of general bookkeeping investment and accounting principles; ability to supervise, train, instruct, and motivate others; ability to communicate effectively and tactfully with others; knowledge of Code of South Dakota relative to scope of responsibility; and knowledge of County taxation requirements and levies; a working knowledge of computer application to the office functions. Must be bondable.
Education: A high school diploma or GED Certificate and as provided for in the South Dakota Code of Laws.
Experience: As provided for in the South Dakota Code of Laws; any experience in an applicable field such as accounting is helpful.

- Responsible and accountable for the complete and accurate collection of all taxes, assessments, levies, and other monies due the county from all sources of income; including the maintenance of complete and accurate records related thereto, and the accurate updating of all tax changes.
- Responsible and accountable for the collection of all fees and monies related to motor vehicle licensing, registration, and motor vehicle record keeping and reporting functions.
- Finance oriented tasks include preparing daily check deposits; balancing and posting daily and complete end of month books.
- Supervises all assigned personnel and accomplishment of various areas of responsibility; including supervision, training, instruction, motivation, enforcing disciplines, hiring, firing, and assigning work and checking work results.
- Balances and reconciles all accounts of monies received by the county each month.
- Keeps current on legislative trends and development in areas of responsibility, including licensing, taxation, and assessment regulation; and advises others of such changes as required to maintain areas of responsibility in accordance with changing standards.
- Specific finance related tasks include disbursing money and investing county money at highest interest rates available within the law and approval of the County Commission.
- Performs tax related duties that include preparation of tax freeze or tax refund forms, posting taxes, old taxes, special assessments; preparing tax escrow program; delinquent tax notices; tax listings for advertisement; tax sale certificates and register book; and tax statement mailings.
- Maintains and reconciles checkbook as well as the check register from the Auditor’s Office.
- Assists the general public by providing information and assistance.
- Delegates assigned responsibilities to other staff as required to efficiently accomplish all areas of designated responsibility, but does not delegate overall accountability for results.
- Coordinates with other departments as required in the effective accomplishment of the Treasurer’s Office duties and responsibilities.
- Prepare reports as required and submits to appropriate governing bodies of the state and county in a timely, accurate, and efficient manner consistent with procedural requirements.
- Performs duties as a Passport Acceptance Facility and Facility Manager with the U.S. Department of State. Along with the duties of an Issuing agent for the passports.
- Inventory Control
- Responsible for the management of the office and employees in an efficient and effective manner.
